I'm using osmand and I can recommend it. Even the route
calculation is not as perfect as in most comercial products, it's
ok. While driving a car however, I preffere tomtom. For hiking,
geocaching, cycling I find osm maps perfect, even much better than
google maps. Osmand works totally without google, it works offline, and
does not leak private information. The offline rendering of the
maps is ok, if not too many objects are on the map. The
performance of tile maps, however is much better, especially in a
city like Munich. Because it's annoying to update the tiles
manually (and I want to have them offline) I wrote a litte script
downloading the tiles.

Probably I'm not alone with that problem, so I provide the tiles I
downloaded for Munich in two packages. One contains the Mapnik tiles
(which are more or less OSM standard) and the second provides a public
transport map.

Installation
osmand
Activate the tile plugin under Settings -> Plugins -> Online
maps. Unzip the files in the tiles-folder of osmand. It's usually on
the internal or external storage under
osmand/tiles. E.g. /sdcard/osmand/tiles/. Yo can activate from the map
view with Menu Button (left lower corner) -> Map Layers -> Map Source
-> e.g. Mapnik.
OSMTracker, other apps using tiles but cannot change there tiles folder
Extract the archive in the right location. More advanced users with
root access can use the mount --bind to use the tile in two different
places. For osmtracker for example: /sdcard/osmdroid/tiles/.
GeOrg, other apps using tiles which can change there source folder
Configure the app to use the folder you extracted. E.g. for GeOrg:
Settings -> Map options -> Offline map. Path to
/sdcard/osmand/tiles/Mapnik. Extension to .png.tile
